Budget cutting easier said than done

President Bush, who has not vetoed any Congressional spending bill in his five years in office but never passes up an opportunity to make a stirring symbolic campaign gesture, says he supports such a constitutional amendment. No word on the subject, however, from Vice President Dick Cheney, who once said “deficits don’t matter.”
